It is evident that they grew up in a criminal lifestyle area in Los Angeles, California. Whilst involved in an incident with the LAPD they were chased into a particle accelerator, and combined together somehow. Thy now exist as two people in one body, able to shift between bodies at will. Their abilities seem to differ.
The Female presenting DB-SP-37 hereafter referred to as 37F possesses gymnast level dexterity and good hand-eye co-ordination. proficient with firearms. highly intelligent, but uneducated.
It is the male presenting body (hereafter referred to as 37M) which offers the most opportunity for the DMV. It seems to possess insurmountable power, coupled with peerless fighting instinct. So far no-one has been willing to fight it. 37F explains that 37M wishes to avoid combat, as it does not want to kill someone because they are stupid. Very promising.
Experts estimate 37M may have power levels approaching Cesar. So far all measurement tools the DMV possesses return a value of 0, which is common when the upper limits of the machine are reached, and the cut-off switch engages to prevent explosion.
They were taken into DMV custody when apprehended by the CRAP whilst engaging in a gang fight over a scratch to 37M's vehicle.

This character started as “So I need a lesbian?” and “I need a dude?” and finally, “Why not a dude who is also a chick?” So brother and sister Ruiz fell into a particle accelerator. As you do. So the Ruiz duo was born. I wanted them to be Latino, and I wanted there to be a reason to switch. So I gave the acrobatics, skill and accuracy to Carolina. And the raw machismo to Cézar. Obviously I wanted there to be some initial confusion with the name, Cézar being so similar to Caesar (the Pre-existing character). Cézar also has another influence which came about in the design process. King Cézar is named after a Gojira monster … King Cesar. Shocking, right? The monster was kind of a non threatening floppy eared dog baboon thing. The story behind it was cooler than the monster, but the team up stuck with me.
